What To Do With Calaveras County's Rabid Water Fowl

So this is what you do with a rabid water fowl
  At budget hearings today, the Calaveras County Board of Supervisors heard from Animal Control. Supervisor Spellman asked what the animal control does when they find a rabid water fowl.
   Animal Control answered by saying that water fowl are not known to be rabid, but if they are displaying what would be a rabid behavior it would proabably indicate mental illness in the bird.  Spellman said that yes, that  apparently that was likely to be the probable diagnosis.
   Someone out in the audience flinched and feathers flew, showing  their rabid water fowl face, and then ran to hide in the marsh. Who could that have been?
