Called fees instead of taxes, they really are a tax; something that we, the residents actually pay for by paying property and sales taxes.
And so, in troubled economic times, when governments know that voters will not vote for another tax hike, they raise FEES instead.
The agenda item stated that they were approving a rate schedule, and the list of proposed fee increases was not in the packet that we could find, so we requested it from the City Administrator, Michael McHatten.
The City of Angels is doing just that tonight at their regular City Council meeting at the Firehouse at 6 PM July 17, 2012, raising FEES.
They don't have to come to the voters if they call it a fee, and they are RAISING many of the FEES the City charges.

Do the elected officials know the difference between a "tax" and a "FEE"? A "tax" is imposed to generate revenue, unconnected to any specific benefit enjoyed or conferred.
A "FEE" pertains to the reasonable costs of providing services necessary to regulate the activity for which the fee is charged. Should a comprehensive study be done to provide transparency as to how & what constitutes reasonable cost? In other words, tangible information, also known as TRUTH!
