Prop 31 is complicated and basically requires that the State pass a budget every two years. It also sets off-setting rules if the budget is not passed and for governor budget cuts in fiscal emergencies.
We're not sure why it could lower state sales tax revenues. We had to go look at who is supporting it and who is against it.
The AFL-CIO is against it, so that means the unions are against it. It's hard to tell how it would hurt the unions, but they need to work with the state in this crisis.
There is much more money in the pot for those in favor of it as of when we checked.
We're going to say "YES" on this proposition. We need a balanced budget and every year, the time goes on and on without an approved budget.
