10 AM: CHP just received a complaint that a man is out trying to get business installing chains on vehicles on Hwy 4 at Moran Road.
Apparently the installer is in the middle of the road trying to get business, and cars are just pulling over, but still blocking traffic. CHP is enroute to the scene.
Stay out of Ebbetts Pass if you can. They are in the middle of a heavy snowstorm from 3500' elevation and above..
