UPDATE: CHP was again dispatched to the same location for the same hitchhiker at 1:35 PM
12 Noon: CHP received a call that there is a hitchhiker on Hwy 12 just outside Lockeford walking on the fog line holding a sign and with his back to oncoming traffic.
A CHP unit is enroute to that location.
