Democratic Senator Lois Wolk of Davis and Republican Assemblywooman Kristin Olsen of
Modesto have introduced identical bills aimed at preventing what is called "jamming" bills through the California State Legislature at the last minute with little if any time for review.
It is mostly minority Republicans who have complained about the practice. This bill would require 72 hours before it could come to a vote.
Both bills would be constitutional amendments and would have to be approved by the voters before they would become law.
