Calaveras Jail Change Orders Lucrative for Flintco/Board of Supervisors

   The new jail is moving along fairly smoothly but not without a few costly change orders.
During his term as Supervisor Gary Tofanelli was in charge of approving change orders and their cost before they were then approved at the Board.

   Change orders alone, which are very lucrative for certain contractors who know how to work the system, have totalled $1,764,805 in the new jail project, as of April 9, 2013.

  Before the Supervisors tomorrow, April 9, 2013 is an agenda item, a proposal to allow changes to be made in the field with no discussion beforehand of cost or time involved.

   The would even include changes costing over $50,000. This is the idea of our CAO Mr. Blacklock. Is it because he, nor the new Supervisor do not understand contracts like Supervisor Tofanelli did?

   Isn't this why Tofanelli carefully watched all the proposed changes, to avoid milking the County?

Flintco was the low bid for this project. Broward was second.

Flintco’s Base bid was $44,127,000.00
Less Deductive bid items which total $4,023,000.00
Flintco’s bid less deductive items is $40,104,000.00

Broward’s Base bid was $44,903,300.00
Less Deductive bid items which total $3,763,000.00
Broward’s bid less deductive items is $41,140,300.00

Flintco’s bid less Broward’s bid is $1,036,300.00.

Flintco now has a number, $1,036,300.00, for change orders based on their difference between low bid and second place. Roughly 2.5%-3.0%
The project is 72% complete per the 2.28.13 project report. Change orders have reached $1,719,378. 4.02% of low bid.

Was that the new Kitchell representative?\
Broward was 2nd maybe they knew something Kitchell and Flintco didn't? Maybe Broward bid it knowingly? It's only money, right?
Maybe next time the taxpayer will pay attention and tell the supervisors "NO THANK YOU!" Look at it this way, by the time it's paid for, it'll need replacing. In time for our grandchildren to pay for the new one and the elitist of Calaveras keep the big salaries.

Any contractor who says he had no idea there would be big rocks in the ground in Calaveras County is not believable. Did you see how much that change order was for. It's all a joke where people they like get the jobs and then get away with anything. Are Calaveras Supervisors that stupid?
