Homeless people would be allowed to sit, sleep and panhandle in public under a bill
that passed a legislative committee on tuesday, even as some lawmakers cited concerns about its potential effect on local governments.
Originally, the bill, AB5, written by Assemblyman Tom Ammiano, D-San Francisco, even said they had a right to urinate in public places.
Due to the increased number of homeless in California since the recession began, many cities have passed anti-homeless legislation to keep the homeless out of sight, so they don't interfere with tourism.
The bill now would force governments to provide hygeine centers for the homeless and allow them to sleep on sidewalks, etc. They would also be given free attorneys when charged with a crime.
