On July 22, 2013, Mang Saeteum, (52) of Stockton, was driving his 2002 Toyota Rav4 on Hwy 12 in Valley Springs at 55 MPH behind a slower vehicle.
Jonathan Armstrong, (30) of Valley Springs was driving his Honda motorcycle east on Hwy 12 at 60 MPH.
Saiteurn wanted to pass the slower moving vehicle and did not observe any approaching traffic. He turned his vehicle to the left and into the eastbound traffic lane to make a legal pass.
Saeteurn failed to observe the approaching motorcycle when he turned into the eastbound lane. When he observed the motorcycle approaching him, due to the slower vehicle he was unable to turn back to the right.
Saeteurn applied the Toyotas brakes. The motorcyclist applied his brakes and turned to the right to avoid the Toyota.
The left side of the motorcycle impacted the left side of the Toyota. This impact caused the motorcycle to lose control and it left the roadway, overturning.
The motorcycle and Armstrong came to rest off the shoulder. Armstrong was taken by life-flight to Kaiser South for treatment of major injuries.
Saeteurn was uninjured in the collision.

We were directly behind the Tahoe when it was struck. The motorcyclist simply misjudged his speed relative to the sharpness of the turn and plowed into the side of the Tahoe. There was no gravel in the road. he just was not able to make that turn at that speed.
Why did the CHP write it up as if it was the Tahoe's fault? Did you tell what you saw?
