Which is worse, junk sale for greed or desperation?

Angels Camp is in desperate straights due to an ineffective and over-regulatory City Council who treat businesses,
(except their personal friends) like the enemy.

Another longtime Uptown business put a closing sign on their windows. Books and More had been a popular stop for books and videos and its sad to see it go.

We now count 7 empty storefronts just along that area of Uptown. In fact, we believe that Uptown needs its own business organization. The one downtown has its own problems to deal with.

But when yet another  business in a different location is so desperate for money that they need to have family junk sales to make it, that's beyond belief.

If the problem isn't desperation, then is it greed. So much greed that the family refuses to donate even their leftover and damaged JUNK, but instead sells it on the street?

If this is desperation, as it may be, we feel very sorry for the family, but if it's greed---they should go somewhere else and practice it.

this is so sad to be happening in Angels Camp. Why just a few years ago, businesses were flourishing and everyone had a job who wanted one. Why does the City Council act the way they do, are they too old or don't care?
