It became clear during the budget workshop at the City of Angels Camp on Tuesday, October 1, 2013, that one City Councilman had studied the budget proposal that City Administrator McHatten presented.
That Councilman was Jack Lynch. Mr. McHatten was not happy when Lynch questioned him about several details in the sewer and water budget, making it obvious that no one should question him.
Lynch asked for detail, and McHatten did not provide them. It became nearly an argument, as McHatten never will allow questions of his authority.
He doesn't handle complaints well, or any type of questions of anything he wants or has decided. In our opinion, this is not the behavior of a qualified City Administrator.
We have had personal inter-relations with this man, so we can tell you from experience. We hope that Jack Lynch is serious and that he continues to follow up with more questions. Don't let this guy off the hook!!
