Lobbying money works--Orcas bill "SHELVED"

   Sea World brought (or bought) lobbyist Scott Welch to plead its side at the Assembly Water, Parks
and Wildlife Committee meeting.

   Since money works in California, the bill to ban Orcas from torture was "SHELVED" by this committee.
