"Gut and Amend?"
The California state legislature is in the last few days of its session. Now the policy they adopted to get bills through in a hurry is applied.
For example, the Silver Lake Reservoir bill just had "guns" added to it. Without any legislative oversight it will be brought to the floor.

Senator Lois Wolk of Davis is trying to end this policy, making it necessary for all bills to be in print for at least 3 days before action can be taken on the floor.
