It's amazing that in a city as large as NYC, someone has the guts to state what they believe goes on in the welfare system.
Robert Doar, a former HRA Commissioner, told a group in a report on the system that he is warning other commissioners "...welfare recipients and caseworkers will 'try to steal' usually from the government and to obtain benefits one isn't entitled to, if given the chance."
An attempt is being made now, 20 years after President Clinton suggested it, to make work a part of getting benefits. The welfare agencies are fighting this. If people go to work, they won't need as many welfare workers.
