A micro-chip was scanned and the woman who owned him told officers a man told her he took it to the animal shelter.
The border collie had neck trauma from trying to stay afloat. It had a bowling ball in a bag tied to its collar. The man is being held on $50,000 bail. That isn't near enough, if you ask us!
