Years of controversy were stirred up again at the Calaveras Supervisors meeting on Tuesday April 14, 2015, when the CAO attempted to have the committee dissolved.
The old kingdoms of small parks
controlled by little non-profits took money from the Prop 40 pot, but flatly refused to turn over the properties to the County to start a legitimate Parks and Recreation Department.
Mr. McManus, the one who Supervisor Oliveira does NOT know now, spoke in favor of hiding what these groups do and avoiding the Brown Act, to make them secret committees.
Fortunately Bob Dean, former CCWD Director stood up and said that to try and hide creates more problems, that transparency was the focus of the Brown Act.
The people have a right to know what is going on; we agree with Mr. Dean. Mr. McManus' idea to create secret committees to avoid following the Brown Act is disgusting.
Perhaps that is why Supervisor Oliveira, in who's district McManus lives (in fact, McManus was one of his man campaign committee members), pretended not to know him as he left the podium.
The Supervisors all had different ideas of what to do and decided to bring it back before the Board at another time, keeping the committee (which has not met for nearly two years due to a lack of quorum) intact for now.
