April 12, 2016 at 5:15 PM: A car went off Hwy 4 and into the canal upside down at Union Point near Discovery Bay.
People were trying to get the driver out of the car. A tow truck with 100' of cable was dispatched to the scene. Two CHP units responded and an ambulance is en route.
