November 21, 2016 at 10:30 AM: A semi truck without chains is stuck on Hwy 88 at the Carson Spur. His brakes are also locking up.
CHP and a tow truck are en route to the scene. Be cautious if in the area. Do NOT travel to the mountains without chains.
