Mary Kelly makes up ways to harrass residents and businesses

   The City of Angels Camp is under extreme scrutiny as a City that is not competent to remain a City; as a City that does not know how to manage a city properly, and as a City under the Grand
Jury's demand to eliminate its charter.

  Now we learn that the person who really runs the City of Angels Camp, Mary Kelly, actually finds ways to harass all residents and businesses who show their dislike of her incompetence.

   We have heard these complaints for years and the Grand Jury needs to know about all of them.  Bringing in a COG clerk and a new City Attorney, along with another utility clerk, will not cure the sickness!!
