If your neighbors have EVER exhibited mental health issues, violence, vandalism, trespassing or any type of harassment or stalking, do not EVER think they will become good citizens! They will NOT! And if they were bred as Nazi's and thieves, they will only get worse, not better! Mental illness, combined with violent racism is incurable.
They can NEVER stop! Mental illness only hides itself temporarily. Protect yourselves with lights, cameras and weapons! They have been, are now and will forever be Neighbors from Hell, and you must report every suspicious action !
