Calaveras' Mills and Clapp want to throw $50,000 in the trash

   When an agenda item came up to move the nearly million dollars owed to cannabis farmers to an account to pay them their $5000 from, Supervisors Mills and Clapp played their klan
 mob games.

   They needed a 4/5 vote, as they always do, to move money and although Tofanelli usually votes with Mills and Clapp, he realized lawsuits could result and voted against them. The vote was 3-2 and it was not approved.

   Clapp stated he would give back around $100,000 but only after paying $50,000 for an outside audit. No one else would vote for that idea either.

The farmers needed to read the fine print at the end of the agreement in the first place: "non refundable." I'm sure that all the farmers know how to read English!

Steve Smith is obviously a moron who can't read. Anyone can see the facts in the UO itself, 17.95.250 D(1)(2), where is clearly says that if the fees exceed the cost of administering the program, "the County shall decrease the MMC Fee by way of resolution and shall also reimburse applicants their proportional share of any overpayment."
